Bio: as a child, the meteors containing tiberium struck The city he lived in. Most of the people died due to the radiation of the crystal, though the few that survived suffered severe mutation. Phil was among the few that survived. The mutants being scared of the normals or as they call "Blunts", started their own communities. When nod started capturing them and began tiberium experimentations. This pissed them off, and caused them to become hostile towards nod. durring the first tib war, he was recruited by GDI for their mutant division. he loved those days. but when the first war ended, he was discharged and hated like most his kin by normal humans thus making him a bit racist.
Personality: a bit of a racist towards humans, but will become friendly with them over time
